confused with Simon Bolivar, General Jay Garner. |
Retired Army Lt. Gen. Jay Garner is head of the Pentagon's Office of
Reconstruction and Humanitarian Assistance in Iraq.
Until recently this
essentially meant that Garner was "in charge" of Iraq, kind of. But on
May 2, L. Paul Bremer III, "a high-level diplomat with
anti-terrorism experience" was appointed to "oversee" Garner's
"administration." Bremer did not actually arrive in Iraq until May 12.
It appears that Garner continues to hold the same title as previously,
but that Bremer now "outranks him." That is, Garner reports to Bremer,
and Bremer reports to the President. Bremer is described variously as
"the President's special envoy to Iraq," "the head of the Coalition
Provisional Authority in Iraq." and the "U.S. Administrator of Iraq."
Jay Garner (who prefers to be called "Jay" rather than "General")
retired as a three-star General in 1997. Prior to that he had directed
several major defense department programs, including Star Wars. After
retirement, Garner became president of SY Technology, a Virginia
provider of communications and targeting systems for missiles. In 2002,
SY was bought by L-3 Communications for a reported $48 million. After the merger, Garner ran an L-3 subsidiary that included his old company.
According to Republican commentator Arianna Huffington SY Technology's
government contract business went from $8.5 million when he signed on to
$46.8 million just before the L-3 deal.
When asked about how he managed to do this, and whether or not he used his former Defense Department contacts, Garner replied "I do not go to friends for business. I get business from my friends, but it's not solicited by me."
Fortune magazine described Garner's mission in Iraq as "the introduction of capitalism."
